Rank is defined by them. The more ELO you have, the higher your rank is and the better player you are.
When winning, you ELO points increase and when losing - it decreases.
When winninng against better player than you - you get more ELO points, than when you win against weaker player than you.
It is the same when losing ELO - if you are beaten by weaker player than you - you will lose a lot of ELO..but when you lose against better player - you won't lose that much.
